THIS SECTION MAY BE COMPLETED BY ANY JURY MEMBER
Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
1- Eight races were sailed, as scheduled, in light winds without the use of Oscar flag, resulting in a higher-than-usual number of penalties for Rule 42 breaches in the Masters event. The number of DSQs and DNEs (even though P 2.3 in was deleted and P 2.2 applied for third and subsequent penalties) was surprisingly high, as competitors were often doing a One-turn penalty or not retiring. As a response to this, the jury provided a brief explanation of Rule 42 before the last scheduled racing day, which was well-received by competitors and fewer penalties and disqualifications were observed that day. 2- The race management had some suboptimal aspects for a continental championship, such as a course change on the 1st day without sound signal, and later, no course changes between races despite wind shifts and an offset mark placed far from the windward mark, resulting in a course that resembled more of a triangle than a planned windward-leeward course. However, these issues did not appear to significantly affect the fairness of the competition. 3- On the positive side, the venue was pleasant and suitable for the event, and the organizers had provided excellent jury equipment that was well-maintained, including refueling of jury ribs by the organizers. - FRASH1
