This was an excellent championships. The shoreside organization and hospitality worked very smoothly. Winds were generally 15-20Kn. The shifty winds in Torbay and the tidal stream, particularly at the entrance, posed challenges which really tested the competitors. The full race program was completed, which was a credit to the RO who managed to set fair start lines inspite of big shifts...with a few general recalls as a result. The U flag was generally used after recalls, and for the first start for the last few races. The Jury was on the water with two jury boats for all races, with on the water penalties for hiking, bowsprit and rule 42 infringements. There were no bowsprit penalties given, and only one rule 42 incident. After agreeing a consistent interpretation of rule 49, a number of penalties were given for infringing 49 by leaning over the side lifelines, as well as for leaning over the stern line or pushpits on the runs. One interesting decision concerned an outside boat which was unable to give markroom because of the presence of an outside unidentified boat. The inside boats agreed that there was one (or more) unidentified boats preventing mark room from being given. The jury applied rule 64.1(a) to exonerate the outside boat, even though he had not further protested those boats outside him - HKGTS1
