THIS SECTION MAY BE COMPLETED BY ANY JURY MEMBER
Comments on rule questions, new interpretations, problems, unpopular Rule 62 (Redress) decisions, summary of the facts, conclusions and decisions of Rule 69 (Allegations of Gross Misconduct) actions, problems with Sailing Instructions or Notice of Race and experience with experimental procedures.
There was confusion caused when the Organizing Authority applied to WS for authorization for a three-person International Jury under regulation 25.8.13 AND the WS requirement to for the jury members to be approved by the Events Appointment Working Party. Both required WS approval by two different groups, but the approval was not coordinated nor announced in time for the OA to request purchase of advanced airline tickets. [Editor's note: WS approved the three-judge Jury]

After no protests or requests for redress in the last two world championships, there were eleven at this regatta. All of the protests were Part 2 right-of-way rules. This increase was attributed to the increase in competitiveness and skill levels of the crews. None of the requests for redress were based upon race committee actions but rather on equipment issues not evident by pre-race inspection of the OA equipment team or the crews. - USAPH46
