In general, the championship was very well organized under all logistical and sporting aspects, with a good mix of conditions, allowing to complete 13 out of 14 scheduled races for all 3 fleets.
The availability of only 3 International Judges precluded the possibility of setting up 2 separate panels in accordance with RRS N1.4(b), which would have greatly benefited the hearing workflow, given the high volume of requests (62), with high prevalence cases not suitable for arbitration. This caused the jury to postpone several hearings to the next morning for four times.
There was a very high success rate for arbitrations under appendix T, with 13 protests withdrawn out of 14 cases that were arbitrated.
The class has so far preferred to modify Appendix P at their events, whereby P2.2 and P2.3 are deleted and P2.1 is modified so that it applies for all penalties with an applicable penalty of one turn only. Discussion was held with the class before the event and, also in consideration of the technical growth of the sailors, the class may re-consider such softened appendix P for upcoming season. The matter could be subject of internal discussions within the class at their upcoming technical meetings.
At this event there was a single boat that was penalized 5 times under rule 42, and 4 others that were penalized 2 times, for a total of 41 assigne penalties.
There were 3 jury ribs available for 3 fleets. Two more R42 observers and an additional rib would have granted a better fleet coverage. Especially for the final phase, allocating two ribs for the gold fleet implied almost no coverage (except occasionally for the starts) for the bronze fleet. - ITACU2
